In this regard, are all ddr4 RAM compatible?
DDR3 and DDR4 memory work with different motherboards and chipsets. Essentially, DDR3 is compatible with almost every motherboard and socket out there, but DDR4 is only compatible with boards using Intel's X99 chipset and LGA 2011 processor socket.

The short answer is no. Get an identical 4/8 GB DDR4 chip from any reputed manufacturer. Also, DDR4 operates at higher frequencies (2133 or 2400 ) compared to DDR3L (1600 or 1866) and timings don't match either. Some boards support both DDR3L and DDR4, but not at the same time.
Can I put 1600mhz ram in a 1333mhz slot?
1600mhz RAM will work at 1600mhz, or any speed less than that. RAM speed is set by your motherboard and processor combination. In short, yes 1600mhz ram will work at 1333mhz just fine.
